WASHINGTON (MarketWatch) -- The Senate on Tuesday voted to reject a House-passed motion asking the two chambers to hold a conference to resolve the budget stalemate. The federal government partially shut down on Tuesday morning for the first time in 17 years. The Senate's defeat of the bill kicks legislative action back to the House. U.S. stocks rebounded after sinking Monday on shutdown fears.
