United Nations Security Council Resolution 1540 Committee Visit to Washington, DC

The Committee established by United Nations Security Council Resolution 1540 (UNSCR 1540) and its Group of Experts will visit Washington, DC on September 12, 2011. The visit is coordinated by the U.S. Department of State. The United States will be one of the first countries to welcome the UN 1540 Committee to carry out a detailed fact-finding mission on how the United States implements UNSCR 1540 obligations. The United States hopes to help identify collaborative standards on implementing the resolution effectively, and hopes to encourage other nations to invite the UN 1540 Committee to visit their countries for similar fact-finding missions.
The Administration supports universal implementation of UNSCR 1540, an important international standard for all UN Member states that obligates them to establish effective controls against weapons of mass destruction and the means to produce and deliver them. The UN Security Council adopted Resolution 1540 in 2004, partially in response to revelations about the A.Q. Khan network’s illicit proliferation activities. It is also a key component of international efforts to prevent terrorists and other non-state actors from acquiring these dangerous weapons and materials.
During the visit, the delegation will meet with officials from agencies across the U.S. Government to learn about U.S. efforts to implement the Resolution, including U.S. laws and regulations related to prohibiting the illicit transfer of weapons of mass destruction-related materials, enforcement of these laws and regulations, and measures to prevent proliferation, including export controls, security and financial measures, and border controls.
