Professor Thomas Berger said a major problem with the arms trade is the unpredictability of new capabilities, and that he believes the unpredictability could lead to increased instances of miscalculation. Jonathan Caverley said weapons are a part of a nation's identity but warned hyper-nationalism could cause countries to mistake defensive maneuvers for offensive actions. "East Asia on the Brink?
