Hoyer Statement on War Powers Resolution
WASHINGTON, DC - House Democratic Whip Steny H. Hoyer released the following statement today after the House considered Rep. Jim McGovern's War Powers Resolution:
"I want to thank Rep. Jim McGovern for his work to ensure that Congress plays a role in shaping the scope of our military engagement overseas. After years of armed conflict abroad, in locations far from those which Congress originally envisioned in its 2001 authorization, our troops deserve a clear mission and a clear signal of support from Congress. Rep. McGovern is right that Congress must have this debate – and, in my view, Congress ought to authorize the use of such forces as the President deems necessary to accomplish the objective of defeating ISIL in Iraq and Syria. I commend the President for having done what the House Majority asked him to do – sending Congress an AUMF for consideration. Unfortunately, this body has failed to do its part by debating and passing an AUMF.
"While I could not support his resolution in its current form, which I believe would send the wrong message regarding Congress's willingness to commit resources to meet our security challenges, I agree with Rep. McGovern that this Republican-led Congress cannot continue to ignore its responsibility to debate and negotiate an AUMF resolution that sends a decisive signal to our forces, to the American people, and to the world that we stand united in our effort to ‘degrade and ultimately defeat’ ISIL. I hope the Speaker and Majority Leader will place an AUMF resolution before the House for consideration without further delay."
