WASHINGTON (MarketWatch) -- The average rate for a 30-year fixed-rate mortgage declined to 4.10% in the week that ended Aug. 21 - the lowest rate since late October -- from 4.12% in the prior week, according to a Thursday report from federally controlled mortgage-buyer Freddie Mac . A year ago, the 30-year rate was at 4.58%. The average rate for the 15-year fixed-rate mortgage fell to 3.23% in the latest week from 3.24% in the prior week. Meanwhile, the rate for a 5-year Treasury-indexed hybrid adjustable-rate mortgage dropped to 2.95% from 2.97%. The rate for a 1-year Treasury-indexed ARM rose to 2.38% from 2.36%.
