Witnesses testified on the effectiveness of federal aid programs in reducing poverty. In the first panel House Assistant Minority Leader James Clyburn (D-SC) told the committee that the federal government should target more resources to impoverished communities across the country. The second panel of social policy and poverty studies experts analyzed various assistance programs including Supplemental Nutrition Assistance Program (SNAP). They also addressed the minimum wage and ways to reduce disincentives for hiring.
