Illinois Gov. Wants to Eliminate Tax Loophole That Helps Oil Companies Gov. Pat Quinn asserted that oil companies are not paying their fair share of Illinois income taxes because of a provision in the state tax code that exempts some of their operations. Quinn said the loophole costs the state treasury $75 million a year.
