The Fourth Congressional District of Maryland elects a representative to the United States House of Representatives every two years. The district comprises portions of Prince George's and Montgomery County. The seat is currently represented by Donna Edwards (D), following the resignation of Albert Wynn after he lost the 2008 Democratic primary.[1]. This move allows Edwards to run as an incumbent in the general election [1]. The district is located in the suburbs of Washington, D.C., and has the largest African-American middle class community of any Congressional district in the United States. It is one example of several "gerrymandered" districts in Maryland.
