Hoyer Statement on Joining the Bipartisan Historically Black Colleges and Universities Caucus WASHINGTON, DC - House Democratic Whip Steny H. Hoyer (MD), who represents Bowie State University in Maryland’s Fifth District, released the following statement today on joining the new Bipartisan Historically Black Colleges and Universities (HBCU) Caucus: “I am very proud to be joining the new Bipartisan Historically Black Colleges and Universities (HBCU) Caucus. HBCUs have long played a crucial role in providing high quality education that strengthens both the African American community and our country as a whole.
