WASHINGTON (MarketWatch) -- The Federal Communications Commission on Thursday voted to propose new rules on "net neutrality." The commission voted 3-to-2 to propose the rules, which could allow Internet service providers to charge content firms for faster delivery of services to users. FCC Chairman Tom Wheeler has come under fire for the proposal from technology companies, consumer advocates and lawmakers. The proposal also would prohibit providers from blocking the delivery of online content. A final decision will come after a comment period. "Where it ends, we'll learn during the process," Wheeler said.
